No, he probably had them painted with high heat paint. There is a thread here that has a DIY on it.

Yes, I painted them before I had it installed

Hearing them one after another, I hear the difference, but frankly if somebody asked me on a standalone basis, I wouldn't be able to tell the difference. Perhaps it's just my lack of musical background.
Does MPE add power?

It was just a couple of coats of high temp spray paint (vht). A pretty easy diy
