because the parking spot has a number. you go to the central meter and pay for 4 hrs on spot #457.

now I was not aware that parking authority needs or would ask someone to witness the ticket lol. But anyway, i would not worry, it sounds like the officer was lazy and neglected checking if your spot was paid for or not. We have the same system plus we have to put the licence plate number so the drive by cameras scan and know if ticket should be issued or not. I would contact the parking office and let them know, if they still insist on you disputing this in person then go and charge them for your time. After all you haven't done anything wrong so why should you waste your time on someone else neglect. Good luck man

I appreciate tc535i concisely, and calmly, explaining this. In Portland it's the same as Rick was stating; a single meter for many spots and you have to place the receipt in your window to keep from getting a ticket. I wasn't understanding how it worked either. Now I do.

I'm Canadian and I apologize for that guy. Don't know what's his problem. And funny thing is, here in Vancouver we also got those electronic parking system so you don't have to display on dash. You enter your license plate # into the machine.

Let me tell you one thing: these kind of parking systems confuse the shit out of tourists! What makes it worse, each location is different, with different procedures and different rules. Why the hell complicate something simple as parking? I only found peace with parking meters in Beverly Hills and NYC on Sundays

They have these all over the place. You pay using the spot number. They check to see if cars are in unpaid spots.

So I called the municipality and was able to just fax over my receipt. I don't know if that'll solve it until they get back to me but definitely seems hopeful.

I've been a bit arrogant about this considering how little the offense is but I just got done paying for a hit and run (and an assortment of other accidents in the past year), so I'm done paying for bullshit I'm not responsible for. A part of me wishes I could go to court so I could possibly see the officer's face.

Here in Socal we have a mix of meters right on the spot and the large parking lots with electronic metering, all the citing officer needs to do is check the system to see if the spot is paid for, I see them all the time at the beach early in the AM and have asked, no need to display but it helps so the officer does not need to check the system. I guess they canbe be a bit lazy as all poeple can.

Wouldn't it be easier for the officer to pull a report that indicates which parking spots have expired, rather than having to walk the entire lot to visually check each ticket in each window?

While I was living in Boston, I had a friend who got a ticket while she was standing by her car. She was standing by the trunk, and the meter maid was walking down towards the front of her car put a ticket onto the windshield while my friend wasn't looking.

The "witness" may actually be the parking enforcement officer. The officer confirms that they observed your vehicle plate, in spot #xxx at time xx:xx???
