help with dispute!!!

Two months ago i purchased a D1S bulbs from a seller on ebay, and the seller's name is <zgperformance(2576)>, and after i recevied the bulbs and put them on my car, they both were not lighting up at all, first i thought maybe i did something wrong with the installation, so i asked my friend who works in BMW services department to see if i did wrong, and at the end, we had the same problem that the bulbs is not working at all, so i emailed the seller and told him that i wanted to return for a refund, and i started a dispute on paypal, after 3 days he replied me and told me to send the bulbs back to him, and he is going to refund after he received the bulbs, and i trusted him, and let the dispute closed automatically, and 2 weeks ago the bulbs arrived to his hand, and i was trying to contact him to see if he can do the refund for me, however, he has no respond for email, phone call!!so what can i do right now?anyone can help???

thanks!

If your paypal account is linked to AMEX, than call them... They'll credit you back and chase him down themselves to get their money back... There's also some sort of fraud protection paypal and Ebay offer... I'd follow up with those along with re-opening the dispute..

u can't re-open the paypal dispute. What you could do is to lodge in a claim dispute with your credit card company where the payment made from. I hope you used credit-card if not then really nothing you could do against paypal.

The 2nd option is to file the transaction with ebay.

Is there a "Do not buy" list on this website? It would be help to rate vendors and save other members the problems.
