Don't think it's the laws that are a problem as it is available on the 7-series, I think they are just leaving those features off the US X5 to give more "prestige" to being able to get those options on the X7 when it launches.

Added in UK for £2,400 purely because there is no option for a normal panoramic roof! I think the X7 is being downplayed in the UK perhaps - we have all the gismos over here.

You have to remember that it's 3200 euro to add the pano roof and the skylounge - not just the sky lounge. Since the pano roof is not STD equipment in europe. I imagine if BMW were to offer this option in the US it would probably be a $750 to $1,000 add-on.
