Just as the title reads...

I know where the access door is by the drivers door, but when you open it, there are two rectangular flat plastic pieces, and I can't determine how to open those.

No.. it’s port is underneath by the hood release.. no doors

The in-car owner's manual showed a picture of the little door for the location. I'll have to check it again to see if it points out the underside.
