Here's the order guide. The answer is not only no. ZMP (M Sport) 2VR (2-axle), ZOR (Off Road package) and (2VH) Active Steering are all independent packages/options

Note: 2VR and ZMP requires that you add on 3rd row, obviously which will delete the Adaptive M Suspension.
2VH requires you add either ZOR or 2VR
ZOR cannot be ordered with ZMP

So you can order a car with ZMP, 2VR and 2VH together, but won't get the M Sport Differential, underbody trays and user interface that comes with offroad package. Essentially, you'll have a X5 with the M Sport body/wheels, but without the benefits of the M suspension and differential. I would say, that's a very odd combo to have. If I were buying a used X5 and looking for M Sport, I would want the M suspension

In any case you can now build your G05 on BMWUSA now.

Strange. Online in the US config website you can't add them if you select the M sport. But you can if you go with the base X5

I don't see that I can do your build spec even for the base xline. It's probably because the 3rd row isn't an option to be added until December this year. Remember ZMP and 2VR requires you to build it with 3rd row.

For the MSport to build 2VR without 3rd row requires Convenience Package. However convenience package cannot be build with ZMP.

well looky here...it appears you can get what you want with the 45e.

The new BMW X5 xDrive45e iPerformance is fitted as standard with a two-axle air suspension and electronically controlled dampers. The optional suspension systems available for the plug-in hybrid model include integral active steering.
