standard repair procedure for steering wheel work

My blind spot motor and control module went out and the dealer replaced both of those in the steering wheel. I just noticed that the tech pierced through the rear of the steering wheel to release the airbag. I've seen on the mod subforum that this is the usual way to get to the airbag. Is this the standard procedure for steering wheel and airbag work? I know you can also access the wheel by popping the steering column and releasing the airbag clips, which I wish the tech had done.

Yes, I used a allen key slightly smaller than the hole. Had the airbag off in less than 10 sec...
