A little rain rain kills M6

http://www.nydailynews.com/new-york/...icle-1.2242230

i can attest to how hard the rain was but some areas flood so easily that i wonder why don't local authorities do something about it, bigger drains, curved elevated roads etc...

... same reason there are no snow plows in the state of TX: it's just snows way too rarely, and waiting a bit allows the nature to take care of the problem on its own.

As far as parking in areas that flood enough to get water into the foot well of a car - that's a toss up between foresight and insurance claim processing. One is much rarer than the other, but either approach would take care of that problem.
