E6X: wipers move up an inch or so after lower end point

I had the wipers replaced a few weeks ago because they continued to move up between two or four inches after reaching the lower end point (instead of just stopping after a complete turn).

It is not me that usually drive the car but yesterday I did and I noticed that the wipers moved up two inches every time. Can not remember they did that after the replacement.

Are they broken again?

Or are they supposed to do this (to set the position of the wiper blade)?

I just want to know how your cars do so I know if I have to get it serviced again.

This time it was the wiper relay. Very unusual they said.
