Bmw 650I 2009 angel eye problem

!! I know that this is a 5 series forum and not 6 series but I was told to post it here since they were production cousins with e60/61. Thank you !!

I have this problem where the inner angels are much more brighter than the outer ones. I included a picture, where there are 120W angels. You can see that the outer angels have almost zero light and the inner ones are much much brighter. I recently bought 40W angels, because I thought that maybe with 120W, the light just bounces back, but I don’t think it’s the case, because this is still an issue with 40W ones. I have also tried to adjust them but it didn’t work. I also don’t think it’s the headlight issue because both headlights have this problem and not just one. Any ideas how to fix it?

!!EDIT!!

When you look at the angels from a lower angel then as you can see the angels look even.
