Electric Water Pump

I have a 2008 528i and just changed electric water pump and thermostat assembly along with hoses and reservoir tank.

Water pump is not working. It won't activate bleed cycle nor will it work with motor running. i have checked all wires and fuse under hood on passenger side (odd place to keep such an important fuse)......

Does anyone know of how the pump can be checked outside of the car to verify whether it is working or not.??

I found info here regarding water pump connector pins:
Pin #1=battery voltage
Pin #2=PWM signal
Pin #3=test/BSD signal
Pin #4=Ground

Anyone know of any way to test before I return it?
