Landlord legal issue
Friend's landlord said he was going to change the flooring in his condo, without charge. After the landlord completed it, he yelled at the tenant and said he owes him 4 grand or he will be evicted if he doesn't pay. There's no agreement or contract between the tenant and landlord for the work that was done. Knowing the landlord, he will most likely take legal action as he threatened to do so. How would one approach a lawyer for this? Do either side have a right or wrong?

The landlord processed his own property. Why would a tenant pay for that (unless he is responsible for the damage fixed)? Let the landlord yell at court after the tenant puts him there by means of his foot. From the description it looks like an extortion. (This is a common sense based opinion, not from knowledge of applicable laws or the contract.)

If there's no written contract, or agreement, it doesn't exist. If your friend has a lease, that is what is enforceable. Regardless, a hostile landlord could make their life unpleasant. It might be time to start looking for a new place to live. If I had the option, I wouldn't want to subsidize a person like that.

What state is this in? California for example has some very tenant friendly laws.
It’s almost impossible to evict a tenant right now with covid. Is there a lease in-place with term remaining? Sounds like the landlord is trying to pull a fast one and is hoping the tenant is naive. |

Dunno how this is treaten into the US and its several counties, but Im a landlord by myself and had rented my condo to a couple.
When Im going to improve my own property in any way I have to inform the tenant before I start and when he has to pay for my choosen improvement he has the right to refuse this unless it is absolutely necessary by means of the security of the rest of the building e.g. To charge a tenant for unwanted and at least unnecessary improvements is doubtful and wouldnt in your told case have any success at the courts - in Germany.
