The rationale: avoiding that P20 driver who is several laps behind, pits in the final laps for fresh softs to get the quickest lap point.

The rule should be reviewed: rank the fastest laps of the first 10 and the best-ranked one of them gets gets the point. This way, a fastest lap point is awarded every race (instead of being "lost" if P11 to P20 clocks the fastest lap).
