Question Q On Private Car Sale NY-->PA

im selling a car and have the title and bill of sale at hand. the potential buyer is going to register the car in PA but he says the title/bill of sale has to be notarized?

i know in ny/nj a bill of sale and title with the owner's signature is good enough.

does pa require you to get documents notarized or is the bill of sale/title signed by owner good to go?

the title is ny state.
