Long distance phone call question

If someone has a U.S. number but is in another country with their phone and I call that number, do I have to pay long distance charges?

buy a magic jack, program it with a local phone number and then send it to whoever you'd like in whatever part of the world they live, as long as they have a pc with internet access, you can talk basically for free, not counting the initial cost of the magic jack 1st year.

The caller wont pay LD as it is a 'local' call. The cell user will pay international roaming/LD charges.

Better then MagicJack, find a carrier that offers a 'SIP' client you can install on your WiFi enabled phone. No need for a pc.
