Airconditioning ON, no cold air, idle drop

2008 E60 550i
Noticed error code
00D904
CAS: K-CAN line fault
Heater and Air Conditioning

Regardless if AC is turned ON or OFF the RPMs are at 500 when idling and the AC clutch is spinning (engaged) all the time but no cold air.

Is the AC compressor center/inner pulley (clutch) supposed to spin free when engine not running and/or when AC OFF with engine running? During engine running the outer ring pulley spins via AC belt.
In both situations this does not spin, are all compressors the same meaning the center/inner part of pulley is supposed to spin free when not in use.

Also the aux fan is not working now.


Tested by unplugging IHKA trunk fuses
57 -Basic heating AC system
64 -High heating AC system

The only difference after this was only when fuse 64 is unplugged the aux fan starts working, soon as plugged back the fan stops.
