N47 not starting due to faulty tank sensor?

Just replaced the feeding pump in tank on my e61 with n47 engine.
I bought pump without the level sensor and the car wont start. Got 50 liters of diesel in the car but it says 0in dash

Rail pressure actual says 0-15 bar when cranking, all other values are good. Feed pressure is good aswell

Is there a failsafe in the car that will prevent the highpressure regulator to not alloe the HP pump to build pressure to protect the pump?

New levelsensor is on order but in the meantime I just wondering if thats the reason it wont start
