Would your condo association allow this filth to go on?

if you live in an apartment or condo would they allow the trash chute door surround to look like this ?

Haven't lived in a condo for a while, but if I remember correctly, standard operating procedure would have been to issue an assessment to all the condo owners to replace all trash chutes.

It’s just a matter of cleaning by the janitor as opposed to renovating.
Janitor is scamming the board and the residents.

I wouldn't say that right away. Maybe the board told Janitor not to touch it to save money themselves. Strata has always been scummy.

A lot of variables. What type of building (low/mid/high-rise) and chute system? Maintenance on-site or vendor contract? Are the residential floor intake door maintenance part of the waste removal providers contract? What's stated in the Condo Association R&R as to residents responsibilities? How long has that been accumulating?

I live into an open condo complex for years and we have every year a closed meeting with all owners, even those who had rented their condos.
One of the disadvantages is, the all-seeing-eye is everywhere. In your case its more a plus, because the waster would be recognized shortly.

If that is the trash chute, just stop being a baby and scrape it and clean it yourself.

Slap some gloves on, stop posting pictures of the problem (since it's just the edge surround of the trash chute), get some cleaner and clean it. You don't have to look at it all day long, just when you throw trash away.

More complex than how you frame it.
This is almost like an investment property.
Residents have been complaining about this condo board.
I was trying to determine with the trash chute picture how other condo's handled cleaning.

The picture below was a hit&run at the condo, I tried to help the owner of the gold Honda track down the offender, car was subsequently totaled. When I tried to track down the janitor that day to clean up and cover the broken windows, things got bad because the janitor was not on duty as he should have been - for two hours of his six-hour workday he was MIA.

As I said above more complex than just cleaning one simple item.
