im sure at one point he had a place to live, a job, family and friends. who knows what happen that he lost it all. The only thing OP needs to do is call the police since he has asked him to leave his property few times.

OP, has this guy returned to your steps as of today? If so, he's walking all over you. Back in NY, there was this homeless woman (no, not hot as I know it'll be asked you horn dogs on here lol) and even though she wasn't at my front porch everyday, I would see her at least 3 times a week. She would go up to everyone around me asking for spare change and shit. I dealt with it for years until finally I blew up on her. I told her, "shit, I was just about to ask you for some spare change. Why don't you put your bike to good use and get a courier job, deliver newspapers or whatever. Do something with your life and stop asking for handouts." She never bothered me again. You say the police won't do anything, so do what someone mentioned, put a spot light and light up that area like its daytime 24/7. To eliminate this problem, make it hell for him.

That's a tough call. The homeless man should have the ordacity not to sleep in front of your doorsteps. I would go to the police, and ask them if they could patrol your neighborhood. Give them your address, and if they see the homeless man in front of your door, tell him to move, and not come back. Other than that, I don't know how to legally remove him from your doorsteps. I can't believe how long the police response is in San Francisco. I was in California last summer, and I couldn't believe how many homeless people I saw. Here in NYC, the NYPD they come within minutes. I have never heard, or saw a homeless person sleeping/hanging out in front of someone's doorsteps. That won't fly here in the BIG APPLE...

1) I heard if you can pee higher than they can they will go away since you can mark the territory better than them?
2) Do you have a No Tresspassing sign up? if not go buy a $4 sticker from home depot/lowes
3) Call police and say this person is blocking you from getting to your home (you are scared for your safety). Your worried he might be armed and might be selling drugs to children in the neighborhood? go to the police station and file an actual report each time you see him. paperwork is a bitch for cops.
4) Watch him and follow him around for 24 hours. Then camp on his doorstep
5) Call the FBI and say you think he might be a terrorist? he is scoping out the area
6) Say he was flashing you with his private parts, tell them he showed you his penis which was skin tone and had some hair with a pair of balls/testicles?
7) Get a gun and make a firing range in your stair way?
8) put up a "no loitering, yes this means you" sign
9) put up a velvet rope and a bouncer for a few days at your front door step
10) hire an off duty cop to protect your stairway for the evening
11) hire a private investigator to learn about this guy?
12) call up a local TV station to see if they will do an undercover sting as a homeless person to befriend him and get the scoop on this guy then have it on TV?
13) Buy some durian and eat it in your stairway and leave the skin pieces on the ground for a few days
14) Get some attack geese? they can fly!
15) buy some fly paper and let it dangle so you have to get in/out commando crawling style
16) put up a sign that says police surveillance in progress
17) call the feds and say you think you saw this guy ripping apart USA currency near your place, oh and he loiters at your stairway often too.
18) Date a police officer, you will feel safe at night and they have their own handcuffs and outfit... FTW
