Wolff has clearly said to focus on Russell and Antonelli ever since the decision was taken. No "flirting outside" (other drivers), he confirmed in an interview with formula1.com yesterday. Listen from 09:27 onwards (final question):

As much as Wolff thinks he can buy up any driver he wants with a departing Hamilton he can only get an unproven 18 YO quite easily and his vast amounts of money to have a 'top' driver is meaningless to someone like MAX and some others with his conditions, whether his chase for MAX was made up by the press or not.
