You are almost always on your game so I hate to question you, but I think you have this wrong.

Belgium is north and northeast of France. Also, leman's answer to your post is correct. Circle #2 is indeed Belgium and #3 is Paris. The lights north of Circle #2 are cities in the Netherlands. Keep in mind that your photo is facing west or southwest, not north, so it makes it a bit confusing.

I have to respectfully disagree. Bring up the area on google earth and orient north to match the photo and I think you'll find the whole country of Belgium is glowing right to it's border.

Belgium is known for having a dense road network, and almost 100% of it covered by street lights that make it easy to spot from orbit.....

Drove from Amsterdam to Antwerp at night some years ago and we were amazed at how bright the highways were. Very nice!
