it is. when i lived in chicago several neighborhoods were completely changed and chicago is nowhere near the border.

you should see koreatown which is on the north side... you would have no idea minus one or two shops and a sign on the expressway indicating there's an exit at lawrance for koreatown. i believe in just 20 years the population of chicago has made a major shift.
