They can move their factory, because any idiots can assemble a car on a robot-assisted production line. They won't move the bulk of their engineers... because their talent largely will not move and will just find another high paying silicon valley job.

Texas conducts annual inspections for every car. Can someone explain how or why they'd prefer that over inspections starting at year 8 in CA?

Like all rules and regs in CA, they don't necessarily apply to you if you can afford for them not to. Whether that's by design or unintentional is a debate for another thread, but so long as you own cars newer than 8 years old, you're free to do as you please.

Mostly to save cost. They could build a factory in Mexico too. Their R&D is in CA and the talent in SV allowed them to be who they are today…

BMW's largest plant is in Spartanburg, but that is not where BMW does their R&D etc. In the US they do it in SV and of course in Germany.

Yeah, those damned bootmod3 tunes are really making life miserable for us locals, arent' they?

Talk about a straw man argument.

I'm not pro-smog. I don't remove or disable emissions-related equipment. But people should be able to apply a simple tune to their ECU if they want to.

Some of the smog laws make sense and some don't
If it was really about less emissions than the laws are ass backwards
A 95 model year civic is allowed to put out X amount of emissions
If the engine were to crap out and I wanted to put a newer engine from a civic 2005 which would cut emissions in half
CA says it's not legal so I'd have to put in another 95 civic engine and continue to pollute

This is false, as I know and have went through engine changes with the BAR Referee's. You can put in the same year engine or NEWER, as long as it is the same vehicle class; ie car to car, truck engine to truck, etc. and you ADD/include any and all SMOG equipment that originally came with that engine.

You CANNOT put an OLDER engine into the car.

Dumb question-

How will CA know? As far as I can tell, you have to have the super-secret Mothership computer to check if the car has been flashed.

Pretty sure that your average tire/smog shop in Cali won't have one of those.

The SMOG testing computer connects to your OBD port as usual during a smog test and reads your DME, it then checks a CVN(calibration verif. number) of the software against your DME(or something to this effect) and if they don't match then you fail. All SMOG testing sites use the same type of machine, and I'm sure its updated regularly.

The obvious solution here that everyone seems to ignore is for popular tuners to get CARB-certified, just like every other competitive turbo/supercharger/airbox company. Unless I'm misunderstanding, there's nothing wrong with failing the checksum at a smog appointment if your 2022 Bootmod3 Flash is CARB-certified (assuming they move to make that a thing).

Part of your post is correct
However my point is you can only do a swap if the engine was available for the chassis of the car
So no k24 legal swaps I to an EG civic
Even though it would literally cut emissions in half

I don't think there are any limits on air pollution in West Texas (where they are launching)
