Do traffic infractions run like basketball continuation fouls?

I'm on my motorcycle, stopped at red light. There is an inDUHvidual in the left turn pocket (uncontrolled) oncoming traffic. He anticipated the green, and on red about 3/4 second before green begins his U-turn. I'm watching/anticipating the green as well, but I wait for it to actually turn. Seeing his maneuver, after clearing the intersection I move from lane 2 to 1. This is where the continuation thing happens. He doesn't complete his illegal red-light U-turn into lane 2, he's now converging on my front wheel in lane 1. I roll throttle, swerve left to almost the curb as I pass, then glance back to see just what sort of idiot I'm dealing with.
