Yes. The team had to make some difficult choices. The radiation was a major factor in how they proceeded. The other issue they had was the instability of the structure they were building the original containment on. Because of this issue, they couldn't build the roof system with the proper materials for fear of the weight causing a total collapse of the building.

The new sarcophagus has a crane system built into the roof to facilitate the dismantling process of the old sarcophagus along with eventually getting at the remains of the reactor. The new containment also is sealed against points of the building to maintain humidity in the structure to slow the degradation of the compromised structure.

Taking a close look at that photo there looks to be "catwalk" running across the top of the structure.
I know inside the dome there is the original sarcophagus covering the reactor, but imagine walking across the catwalk and stopping at the exact spot over the reactor under you. I wonder the radiation level at that spot. Even if covered by two containment structures. |

Great that you found someone who you respect her scientific opinion. Being a Professor of history at the one of the most prestigious universities in the world means she must really know her stuff. MIT isn’t a community college after all.
That being said, this story should really interest you. I’ll cut to the meat of the story, she says that Chernobyl was far worse then what has been reported. She claims that the devastating accident at Chernobyl will have killed approximately 150,000 people in Ukraine alone! Not even taking into account all the other countries that were impacted by the massive fallout. Edit: didn't realize this was already discussed in detail.
