They are Donz Galante 2 piece wheels. It is 20x8.5 fr and 20x10.5 rear with a 5" lip

From what I've been told, it's called Phun Factory. It used to be owned by a cop that let all the graffiti artist graffiti the whole place inside and out. Every month or so, new artwork can be painted over. Now it got sold and the artwork remains.
