Engine whine

Hello guys, I just got a second hand BMW 530D xDrive automatic from 2006 with 145k miles.
It seems to be driving well, except for a couple of things.

1. A whining noise at low speed (it does that also when I release the accelerator, it is not gas related). It does that all the time, whether the engine is cold or hot. It sounds like this:

Is it something to. investigate or can I just forget about it?

2. There is the Check engine light on. The computer says it is the debimeter. However, before buying a new debimeter, I would like to be sure that's actually the real issue. Is there a way to discover that?

Possibly the power steering pump?

Don't know, if it was the power steering shouldn't do it when I steer? It does it all the time, steering or not...

I cannot tell anything from your audio, but when you say it is making a constant wining sound I immediately think belt tensioner. Otherwise, it could be the pulley on the AC compressor or alternator. Try turning off the AC and see if the noise goes away.

Just FYI, you can typically and easily confirm or disprove a power steering issue by turning the steering wheel fully to the left or right. If it were a power steering issue, the noise would be quite pronounced while doing that.

It has a higher pitch at higher rpm, and then it constantly decreases as rpm decrease...
