Photoshop Help

Just wondering if someone can help me out and make the wheels on these cars gloss black? Im not sure how photoshop works or if you need a picture of a car with a black wheel already. If you do I can provide one as well.

create a layer file. use lasso tool to make selection. change colour or contrast.
Save as.

No idea what any of that means. I dont have photoshop, just figured you talented guys here would be able to help me out faster as my production date is getting closer.
