Interesting turn of events. The landscape guy just texted to say he's done and that in his opinion that pine tree is damaged beyond repair and needs to be removed. I told him I agreed but that the property management company was ignoring me. "No worries" he said, I've done work for them in the past. I'll talk to them and see what I can do.
