If the average lifespan is 1000 years then the baby is around 5 human years old, so it should be able to speak at this point. Maybe the use of the force develops before speech as well as the ability to sense injury or threats and intervene as well as communicate through other means. It appears that language centers of the brain develop later than in humans. Mando is actually younger than baby yoda though he is his current adoptive father. When Mando dies of old age assuming he is similar to humans baby yoda will be about 10-13 human years old and may still need parents but at least his powers can also be used to protect.
