I believe the "goop" you are referring to is Cosmoline. BMW puts this all over the cars before shipping to protect the paint during transit. The VPC is responsible for cleaning this off. On my last 2 Bimmers, I saw very little residual Cosmoline, but it sounds like they didn't do a very good job on your car.
