Do you sit and watch ants? Do you Dig holes to see how their colonies are built? Etc. Etc.
Apply the same to alien life and humans. We haven't done anything significant to them so they have no interest in visiting us. until we accomplish something that invades their bubble we won't know if they are real.
I would say the highest odds for life would be closest to the center of the big bang. Odds are that was formed first thus would have more time to develop life and a higher quantity of all the ingredients requires; vs say something at the outer edge of the Universe (or galaxy for that matter).
