Is that brick veneer or an actual masonry wall?
1) You want to mortar the vent pipe perimeter to the bricks/hole ID.
2) Embed the pipe OD @the flange in poly sealant...Quad4, Sikaflex, etc.
3) Once everything is set up, run a bead of the same type sealant (matched to brick mortar/tuckpointing) around the flange edge.
