Do it! It is a bit of a continuation of the 1st movie but doesn't require one to see it first. Personally, I liked the action more in the 2nd movie. That said, the whole premise of fighting one's way up a building to get the 'big boss' like in the 1st movie has such a classic, nostalgic feel to it.
