Notice that it jumps from .22 (which with a very well placed shot could kill, but otherwise won't) up to .357 / .38?

I've an idiotic theory that the .25 and .32 calibres don't have much recoil (but are much more deadly than .22) and someone a long time ago whispered in the government's ear that these are calibres an assassin would pick as the lack of recoil could make shot placement very easy, along with followup, so make them prohibited.

Probably an idiotic theory, but it is the only one I can come up with. Otherwise, I don't understand it either.
