You can spot polish and wax - after hitting the tar with a dedicated tar remover.
Isopropyl Alcohol is good for tar spots but on new paint or in the wrong concentration - may be too harsh.
I Had some cosmoline & tar spots and Lucas Slick Mist Spray Wax took the spots out after a wash.
So try the mildest product first with the gentlest touch ( no heavy pressure ) and you may find regular polish or wax does the job.
