My rule of thumb has always been if the repair cost exceeds the value of the car then, no. However, it depends on how in love you are with said car and whether your wallet can handle it.

That looks like more than $3k of damage. The quote you had does not take into account any hidden damage. It's hard to say until the car is in pieces. The rear frame may need straightening. Any workshop won't tie themselves into a quote because you just never know.

You could get lucky if you find what you need at a junkyard and DIY it or don't mind a different paint job.

Man maths. If you have $4k burning a hole in your wallet and you cannot afford a new car then this might be economical for you to do. Or you cut your losses, keep your $4k and buy another $600 car. Personally I'd take the latter unless there was a deep emotional connection/history with the car.
