I know this is an old post, but what you're describing is actually the correct way to merge if the lane you're in is closed ahead while traveling in slow traffic. It is highly inefficient for cars to jump into the the open lane randomly. It actually slows down/disrupts flow. The zipper method where one car alternately merges behind the other right around where the lane closes is the most effective use of all available road. The US is the only place I've driven where people don't do this.
Now, you may be describing simply merging at the last second when traffic or lane closures aren't a consideration, and I agree - that's annoying and dangerous.
