General rule of thumb:
DONT TOUCH OTHER PEOPLES PROPERTY UNLESS SPECIFICALLY ASKED TO
it's really an easy rule to abide by and saves lots of trouble in life. Unfortunately your neighbor never learned that
But yeah in general people are idiots when it comes to cars, not surprised he didn't think it would mess up the paint. To give your neighbor credit, I'd imagine most people don't know about cars, clear coats, and paint maintenance.
