Most managers "manage up." The main - sometimes only - thing they manage is their own boss's assessment of them. They spend all their time under their boss's desk, polishing the underside of it with their scalp. There's no way for their reports to feel like they're cared for or capably led. Impossible to see the shop floor from under that desk, yet that's where you'll find them.
Bad upper management is the root cause, by placing more value on flattery than competence, and surrounding themselves with gutless "yes-men."
