2 years at AT is a perfect learning time to move up to RB.
FIA says they're gonna stick to their rules. But F1 is the primary moneysource for the FIA (I believe almost 90%(!)).
And the recent expansion into the US with multiple races (Miami, Las Vegas) shows that the US is a very very important moneysource for the FIA.
Having a talented US driver to enter F1, is therefore something the FIA can't deny. Having Herta in F1 will greatly benefit F1 TV ratings in the US, so Herta is worth his weigth in gold (actually, that would be an incredible bargain
, it's probably more like 100 times that)
