It does, because AC means Air Conditioning, which includes lowering the moisture content. That can be a necessity no matter what the temperature, mainly to get rid of condensation on the windows. Heat will do that as well, but it takes a while for the engine to warm up to get hot air, AC is virtually instantaneous. If all it did was to cool it might still be referred to as AC, as in Air Cooling, but that's not all that it does.
