hate to say it, but a lot of show do this b/c:
1. writers don't know wtf they want to take the storyline
2. they're stringing it out as long as possible to make money, they get paid per episode
3. they are in the middle of negotiating future seasons with the network and for some reason, don't want to move the story along.
I noticed that for the most part, unlike breaking bad, none of the story lines really connect into a larger plot...they are all just individual strings/stories. There are a few common themes and returning characters, but for the most part, each story is just a story.
