I was going to ask if "illegal use of high-powered fire-breathing weaponry" was a real thing stipulated in our legal lexicon. Then a search proved that California had already one-upped it:
"any non-stationary and transportable device designed or intended to emit or propel a burning stream of combustible or flammable liquid a distance of at least 10 feet"
Fun fact: in most states it is perfectly legal to own a flamethrower. Just not to melt snow or your neighbor's cat with one.
