Who provided the payload adapter? Northrop Grumman. If it was a separation issue that caused the loss of Zuma, it's Northrop's responsibility not SpaceX's. Falcon 9 did its job.

But lets not throw stones as ULA has come close to failures several times with the valve issue on the Atlas V being the most recent close call. Two seconds before, Centaur would not have had the energy to make up the 1st stages shortfall.
So would it be fair for ULA to blame the supplier of the valve for the failure?
