Brakes failed today down hill need hill pedal went hard

Hi guys i was driving down hill today and the engine note changed and exhaust sound went slightly louder and all of a sudden brake pedal went hard and brakes didnt work

The pedal had gone quite hard and wasnt going down

I managed to luckly use handbrake to slow car down hill and parked the car up

I have checked the brake fluid and its at the correct level the pedal doesnt go fully down and feels hard

I checked the vacuum pipes on the turbo and the vacuum line didnt have any suction this indicated that the vacuum pump is at fault as there was no suction

And i know that the engine sound is ment to change when i disconnect the vacuum from the turbo as its changes the turbo vanes by vacuum as i have tested before this fault this time it didnt change engine sound

Is the brakes powered by the vacuum function too?

The discs and pads are all good changed 2 months ago no leaks on any caliper as pressure is there pedal not dropping to the floor

Any one had a vacuum fail or know of the symptoms?

And if this is at fault how hard to fix thanks
