But when I read it, it does concern the exact same part that failed and needs to be replaced and my car matches the year and style of recall.

Call BMW NA and talk to them and tell them you will inform NHTSA also. If they don't authorize repair call NHTSA and complain (also mention recent re-call). Then go on Ebay and get a passenger seat occupancy emulator for your car until Service Bulletin comes out.
