bmw passenger seat occupant detection mat

I have a e60 2007 550i and since about a month I have been getting a fasten seatbelt warning light and sound for passenger when there is not a passenger in my car.

I brought it to the BMW dealer and they said I need to have the passenger seat sensor mat replaced and want to charge me $1309 (about $800 parts + labor).

factory warranty ran out and my extended warranty (direct buy elite plan) say they don't cover satebelt, airbag and other safety things.

I been doing some digging and came across this recall:

I did not receive letter and my dealer says I am not eligible as they say its vin-number specific and nothing popped up their system.
But when I read it, it does concern the exact same part that failed and needs to be replaced and my car matches the year and style of recall.

Any thoughts or advice?
